- Update on progress with Statutory Instruments that will apply the Mobile Homes Act to Local Authority Gypsy and Traveller Sites.
Being brought into fore is Section 318 of the Housing and Regeneration Act2008, and making amendments at the same time to the Mobile homes Act for borough, district and county council Gypsy and Traveller sites.
Now laid in Parliament-the Orders that, subject to Parliament’s approval, will amend the terms of the Mobile Home Act [ in line with the summary of responses that was published on 12th October 2010]. The Orders will come into forceat the same time as Section 318, that is, on 30th April 2011.
The Sis, have been considered by the Merits Committee and by the Joint Committee on Statutory Instruments and are due to be debated in early March. Once these SIs have passed through Parliamentary Process, a Minister can sign the Commencement Order that will bring into force Section 318-expected to happen in mid March.
- Local Authorities will have 28 days from 30th Aprilto provide site residents with a written statement of the agreement. A template will be puiblished for this written statement in the Section 318 commencement order , which shoiuold be published in mid March.
That leaves L.A.s with approximately two and a half months to prepare and distribute the written statement to their site residents.

To ask Her Majesty’s Government what account they take of the Council of Europe Framework Convention for the Protection of National Minorities in respect of Gypsies and Travellers-[HL1056]
The Parliamentary Under-Secretary of State, Department for Communities and Local Government[Baroness Hanham]: The UK’s third report to the Council of Europe under this framework convention, prepared by the previous Government, was submitted to the Council of Europe in March 2010.The Government will consider with interest the Council’s observations and recommendations on the content of that report,including the material it contains on Gypsies and Travellers.The Government will respond to those observations and recommendations in due course.

TLRP response to the Planning Bill
The Planning Bill finished its passage through Commons Public Bill Committee on 5 February 2008 and a revised version of the Bill was published at that time. It will return to the Commons for Report and Third Reading in the near future.

TLRP Response to the Single Equality Bill
In June 2007 the Government published its Discrimination Law Review, making proposals for a new Single Equality Bill which would replace existing equality laws and give the new CEHR a framework for its activities. The Traveller Law Reform Project, along with many other organisations, thinks that the proposals are bad and would weaken existing protection for ethnic minorities, including Gypsies and Irish Travellers.

Planning policy and site provision
During 2006 and 2007 Local Planning Authorities are carrying out Gypsy and Traveller Accommodation Assessments (GTAA).
There is deep concern at the quality of many of the GTAAs, many of which seriously underestimate the numbers of Gypsies and Travellers and the consequent need for new pitches. Friends, Families and Travellers (one of TLRP's member groups) carried out a survey of GTAAs. Read the report here.
